REQUIRMENTS FOR OTHER GAMES/PROMOTIONS
Request for Consent
- A person/group or organisation who intends to conduct other lottery/promotions by whatever name called should make an application to the Authority.
- Every application for the issue of a licence shall be accompanied by:
- Two (2) copies of the promotional rules in accordance with which the applicant proposes to conduct each lottery competition; and where the applicant proposes to conduct different competitions in accordance with different rules, the application shall be accompanied by two (2) copies of each set of the rules
- Two (2) copies of the prizes payable to each category of winners in each competition. Where these are divided by zones or region, the basis and allocation to each zone or region.
- Two (2) copies of the intervals at which the competition shall be conducted
- The conditions for eligibility for public participation in the promotional competition.
- Proposed draw dates and draw intervals
The documents submitted with the application will facilitate the determination of the fees to be paid by the applicant
Registration And Licensing
- Every applicant shall pay;
– A non-refundable registration fee of N50,000
– A licence fee of N500,000
– A lottery levy of N20,000 either drawn daily, weekly or monthly as long as the promotion lasts - Subject to the approval of the Board, every other lottery competition shall be conducted in accordance with the rules submitted by the applicant and previously approved by the Authority
- At any time before the expiration of a licence
– The rules governing the conduct of competition by the license may be altered with the prior approval of the Authority, and
– Further sets of rules for the conduct of the competition may be adopted with the approval of the Authority - No promotional competition shall be conducted in Imo State without approval and Licence
- All promotional competition shall be conducted in such a manner that the chances therein are equally favourable to all participants
- No payment in money or money’s worth other than subscription shall be required for a person to take part in a lottery, raffle or promotional competition and
- No money or money’s worth put down as stake by any punter/participant in a promotional competition or other lottery shall be disposed of otherwise than for payment to a punter/participant as winnings

Note
- Applicants are required to submit both paper and electronic copy of their application
- ISLGA requires a minimum of 14 working days to conduct due diligence on every application
- As part of the application process, prospective applicant will be required to make a presentation to the Authority
- Where the applicant satisfactorily fulfils the pre-approval requirements, an Approval in Principle (AIP) will be granted for 90 days. The temporary licence shall be in use prior to a substantive licence is issued on fulfilment of ALL conditions highlighted in the AIP
- For existing operators that have qualified due to compliance, a certificate will be issued
Rules of Operation
- No promotional competition shall be conducted in Imo State without approval and licence
- All promotional competition shall be conducted in such a manner that the chances contained therein are equitable and favourable to all participants
- No payment in money or money’s worth other than subscription shall be required for a person to take part in a lottery, raffle or promotional competition and
- No money or money’s worth put down as stake by any participant/staker in a promotional competition or other lottery shall be disposed of otherwise than for payment to a staker/participant as winnings
Offences and Penalties
Contravention of any of the provisions herein stated or as stipulated in the Law will constitute an offence which is punishable on conviction by a fine of five million naira (5,000,000) only or imprisonment for 3 years or both. Where any company is proved to have committed the offence with the consent, in connivance with or due to the negligence of its officer(s) or other person(s) purporting to act in such capacity, then such officer or person as well as the company will be deemed guilty and liable to prosecution and punishment accordingly
Suspension and Revocation of Licence
The Authority may suspend or revoke a licence in the following circumstances;
- If the Licencee is found by the Authority upon a compliant made to it to have failed to comply with any of the requirements of his licence or the provisions of the Law or any regulations made hereunder
- If the Authority is satisfied that it is in the interest of the public so to do; or
- If in any criminal proceedings however arising, a court of competent jurisdiction recommends to the Authority that the licence be revoked.
