Gaming Machine Licence

Gaming machine is any electronic, electro-mechanical or mechanical machine, apparatus or device apart from table games (e.g Roulette Wheel) which is used for playing a game which commences upon the insertion of a coin, bank note, token, card or upon payment of any consideration.

REQUIREMENTS FOR GAMING MACHINE LICENCE

Applicants will be granted license to carry out any form of Gaming Machine Business in Imo
State upon the completion of the following requirements;

  1. Letter of expression of interest
  2. A non-refundable Application fee of N500,000 (Five Hundred Thousand Naira)
  3. Evidence of the following Documents:
    – Certificate of incorporation
    – Memorandum and Article of Association
    – Detail of share capital as in (Form C02) with a minimum N20,000,000
    – Detail of directors (Form C07)
    – Address of registered Business Office(s)
  4. General Business Structure:
    – Names and profile of key management staff and directors
    – Three years tax clearance certificate of all directors
    – Address of planned locations, branches and outlets. These must be lock-up shops; kiosks and mobile vendors are not allowed
    – Description of operation and management structure.
  5. Financial Structure:
    – Management account(s) of the organisation
    – Company’s Bank Statement for the last financial year
    – Three (3) year projection; statement of income, statement of financial position, tax obligations, operating expenses and third-party supplies
    – Capital Budgets and financial plans. i.e., source of finance, foreign investment and terms of investment (If Any)
    – Bank guarantee minimum of N20,000,000 (Twenty Million Naira)
  6. Details of gaming machine operation:
    – Location of the gaming machines in Imo state
    – Proposed trade mark, brand name, Logo and colours
    – Type of machine games to be offered
    – Number of gaming machines to be deployed. Note that all machines must bear the      applicant’s brand
    – Specification on gaming machines
    – Pay out structure
    – Code of engagements
    – Responsible gaming plans
  7. Technical Structure:
    – Machine
    –Details of gaming machine manufacturer including emails and phone number of contact person
    — Unique serial number
    — The Gaming machine model number and
    — The date of manufacturing
    – Arcade Hall
    — Plan for proper coverage of the arcade floor with CCTV (Zoom Cameras to capture and investigate every play area)
    –Floor plan and distribution of all gaming equipment marked out and corresponding with physical arrangement
  • Systems
    – Records of all play must be transmitted to a central CMS keeping all transactions and play on every machines
    – Clear record of all winnings on every machine
    – Planned network / system architecture
    – Back up and disaster recovery plan
    – Business continuity plan
  • Power: Provision of power plan to cater for uninterrupted play and backup power plan

Note:
– Applicants are required to submit both hard and soft copy of their applications
– ISLGA requires a minimum of 14 working days to conduct due diligence on every application
– As part of the application process, the applicant will be required to make a presentation before ISLGA
– Where the applicant satisfactorily fulfils the pre-approval requirements, an Approval in Principle (AIP) will be granted for 90 days. The temporary licence shall be in use prior to a substantive licence is issued on fulfilment of ALL conditions enumerated in the AIP
